  • Would grant unprecedented access to medical records
  • Potential for abuse is enormous
    • History of abuse of things like AIDS records, abortion records
    • Political abuse of related records (who was drunk when?)
    • Increased potential for extortion, corruption for effect
    • Have the IRS audit those with had liver problems (alcohol)
    • Release to advertisers for selling things to folks (Alzheimer's)
    • Abuse of genetic information, family relations, test results, etc.
    • Induce a record of the President having AIDS - leak to media
