The Commission was faced with ESSENTIALLY a new geography, new tools, and evolving interdependencies.
In light of these new conditions,
and the GUIDING PRINCIPALS it laid out for itself
-- the Commission examined the respective roles of the private sector and the federal government.
It concluded that the private sector has a responsibility to protect itself from the known established threats, such as individual hackers and criminals.

The federal government has a larger responsibility:
to protect its citizens from terrorist and nation state attacks.
