UNUSUAL PARTNERS: INDIA TURNS TO IRAQ

SUMMARY

On the heels of a visit to India by Iraqi Vice President Taha
Yassin Ramadhan, the Baghdad and New Delhi governments have agreed
to build a strategic and long-term relationship. Both nations are
poised to increase cooperation in politics, economics and,
significantly, security. The move will help mark India's evolution
as a power beyond South Asia, and Iraq is regaining an old
geopolitical ally for the post-sanctions era.

ANALYSIS

India and Iraq have agreed to build a "strategic and long-term"
relationship in the fields of politics, security and economics,
including close cooperation in the energy sector, according to a
Nov. 30 report in The Hindu. The agreement occurred during Iraqi
Vice President Taha Ramadhan's visit to India this week.
Significantly, Ramadhan said the evolving relationship would not
preclude cooperation on security issues.

At a tactical level, the new relationship indicates the Vajpayee
government will become a stronger advocate for revoking U.N.
sanctions against Iraq. But the relationship is broader. The
Indians would gain access to Iraqi oil reserves and help develop
the shattered economy in a post-sanctions era. Importantly, the
Indians could also supply military hardware and rebuild the
information technology of the Iraqi military.

In economic terms, the Indian government is moving to fill a vast
demand for energy, the largest in Asia. The Indian Oil and Natural
Gas Commission will prospect for oil in the Tuba field of western
Iraq as part of an international consortium. India would also
supply raw material and equipment to the Iraqis, as well as help
develop the telecommunications sector.

[Comment - India has very strong technical experise in information
technolgy and Indian programmers were heavily involved in Y2K issues in
US infrastructures.  The potential for counter IW seems very high if a
military scenario emerges out of this. - FC]
