                  JOHN Howard has pledged a
                  new commando force and a $2
                  billion investment on
                  information warfare as part of a
                  boost to army numbers and
                  firepower to tackle a "sea of
                  regional instability" in
                  Australia's neighbourhood.

                  The Government's white paper gives the force a 10-year $24
billion
                  increase in spending to overcome its budget crisis,
bolster its ability
                  to defend Australia and boost the army's role in the
immediate
                  region.

                  The new spending on information warfare will provide
better
                  surveillance of Australia's northern approaches and boost
intelligence
                  and communications. The army commando force will be
substantially
                  strengthened from 200 to 800 soldiers.
