It seems to me that there are indeed information operations underway
here, but that the ones getting more publicity are only the public face
of the information conflict. Perception management is fundamental to
this and other similar conflicts. The goal of the PLO is not military
victory but rather political victory. Going toe to toe with Israel will
not get them what they want because they are outgunned. Rather, they
seek to engage other Arab nations in the conflict to leverage those
nations' militaries against Israel, the wish to degrade support for
Israel from abroad, and they seek to get international support for their
own statehood. This is the same plan followed by Israel at the end of
WWII.

This is what I had been referring to earlier, it is not necessary for people
to use computer to wage Information warfare, there are other means as well
and which are far more effective than internet, however the key role of
internet it its ability to provide resources to create cyber battle grounds
without much investment.

The key issue in any information warfare is the Perception management (or
mis-management). This has been exploited in various forms since history
every can tell us. The tools used in the perception management play an
important role. This reminds me of the Last chapter of The Art of War (Sun
Tzu). Currently the most widely used one being the TV (for general Masses)
and then comes the grape vine (which is believed to be stronger media than
the any other one). To enumerate with an example. What happened in the US
election when CBS announced that Bush Had won, Gore took this news and
accepted it on the face of things (even though it was mentioned that the
margin was thin) and was on his way to congratulate Bush when his PERCEPTION
was changed by the news that there have been irregularities in the vote
counting. This was a point of concern which threw American Nation into a
turmoil that lasted over 5 weeks, and the decision on the choice of 43rd
president of US was made in a court.

Here in this example we see perceptions changing very fast with media
playing the key role in it.

Regards,
Ozair
