 Then again, the "observed phenomenom may have nothing to do with NIPC
or PDD-63. The "hordes of zombies" story can only be attributed to the
speaker - not "gov and mil infosec people". In fact, those same people
find that stories like this obsfuscate their abiltiy to actually focus
on the real problem. I wholeheartedly recommend reviewing Rob
Rosenberg's comments on the speaker, as well as the Crypt postings.
PDD's do not automatically cancel but are considered in effect until
cancelled or revised. NIPC's uncertainty comes from larger resource
issues that are plaguing FBI in general, and complicate their
resourcing.

The observed phenomenon may be an occurrence of what's known as
"justifying one's existence prior to a new Administration coming in
and deciding whether one exists or not."  I've been given to
understand the basis for NIPC's existence is a Presidential Decision
Directive (PDD-63), not an Executive Order or an act of Congress. 
PDD's essentially expire at the end of the administration that issues
them, while EO and Public Laws do not.

They have an appropriation ($s) and an authorization (authority to
spend $s) from the Congress for the rest of the fiscal year (end of
September), but I am not aware of a persistent reason to exist, and
have heard anecdotally that there is some large measure of
uncertainty among the NIPC staff.
