Simplistic perhaps (and my intent was not to canonize Ron Rivest, per se.)
It just demonstrates that one cannot retain crypto-signature capability
and somehow excise it of data-cryptography capability.

Would I use this method for routine or bulk data encryption?  Not likely.

Granted, the "streaming one-time-pad" concept is intriguing, far more
amenable to bulk and routine application.

Still it begs the question:  What measures can be taken to restrict strong
crypto, other than to criminalize the bulk generation, trafficking, or
exploitation of (real or apparently) random bitstreams?

If that sounds ridiculous, and the alternative answer is the empty set,
what purpose is served today in crypto export restrictions?  Is it really
believed that this keeps the "bad guys" from using it?  Or is it actually
aimed at thwarting its ubiquity (sorry, favorite word) in routine use?

I say again, the latter suggests protection of the "fishing" industry.
