This is discussed in public media here in Europe, so "leaked" sounds
a little too much like cloak & dagger.
This sinister "Council of the European Union" does not exist
(at least to my knowledge). I can offer you
a) the Commission of the European Union
b) the Council of Europe (member states: EU states + another dozen like
Russia etc.)
I leave it to the reader to name the correct one.
Hint: think of the cyber crime convention.
