The dillemma here is that all parties in this debate
assume that Arafat still controls the PLO or the
Authority.  This matter is very much in question and
as Fred pointed out, lots of sub-national actors s\are
side actors- playing through -such as the Hamas, or
Islamic Jihad. This only adds to both the confusion
and violence.  This is a very rough "neighborhood" to
live in with alliances shifting all of the time. To
assume Yassar Arafat has his finger on the switch
which creates violence is no longer the case.  Any
Middle eastern specialist will agree and from time to
time plain old international affairs rather than zeros
and ones impace a situation far more that what is
normally discussed in this forum. If you give Intl
affs a plance in this debate, you might create a world
that is closer to real than simply looking at the
cyber side of conflict.

Do not misunderstand. As of now and into the future, 
I do agree that anything from acts of terrorism to
full out war will involve some dimension of
infowarfare. EX IRAQ- Prior to the first bomb being
dropped in the air phase of the Gulf War, Special
Operations teams had infiltrated Bagdad and 1) cut the
fiberoptic line under bridges and rivers to interfere
with Command and Comtrol to Basra and the Rep. Guards,
and 2-the same folks found GYROS usable  only for
ICBMs, sunk in a waterproof bag in the Tigres River(If
not Euphrates).Under a bridge in a river seemed as
though it would be safe and beyond the thoughts of
Coalition thoughts safe bet to Iraq, but it was a bad,
bad idea. IWAR was the first concern of the Gulf War
and while DOD always shows us how inept it is in
security it critical military computing
infrastructure, we made sure that we messed with the
Iraquis defese infrastructure.
