Just a note to the panic-oriented.

If you DO NOT have WebHancer on your machine, you SHOULD NOT delete
sporder.dll.

It has NOTHING to do with WebHancer.  It is a Microsoft product, see
"Service Provider Ordering" in their technet stuff.  It is part of the
standard install of WinSock-2.  When WebHancer is installed, it
"kinda-sorta" upgrades your WinSock if that hasn't been done already.
So do a lot of unrelated other things.
