I must say that replacing Richard Clarke with a board of 21 might seem
very flattering on the surface, but...

Let's face facts:  the CIAO has not been able to fully communicate their
assigned gospel, and not all that many have responded as had been hoped
for, either in resulting action or urgency.  Not their fault either (for
the most
part) - empowered to actually do a job as opposed to merely being a
voice of encouragement also helps.  On the other hand, perhaps a new
approach is needed, but not another board.

I think America simply does a better job when responding to experiential
learning, than it does by intelligent pre-event assessment, planning,
and preparation.  I have come to despise the use of the catchphrase "IT
Pearl Harbour", but it may in fact come to that before those in economic
and political power finally wake up to the real and active danger.
