I have computers at home that I do personal emails on.  In fact, one of
the reasons I barely use the government computers I have access to is
that I don;t want to break the rules.

You better bet you're right on that one.  Can we have the guy arrested
and publicly prosected? After all, a Russiona who wrote a program to
break a poor cryptosystem was arrested for breaking a law that is a lot
less serious than misappropriation of government funds.
