Japan's military establishment is focusing increasing attention on the threat of cyber terrorism and the role of information technologies in warfare, said Maj. Gen. Noburu Yamaguchi, of the Japanese Ground Self Defense Force. Yamaguchi, J apan's defense attache, in Washington, D.C., and other Japanese embassy officials spoke at a luncheon sponsored by the National Defense Industrial Association. "Information networks will decide warfare," Yamaguchi said. He also emphasized the growing threat from non-conventional enemies, such as guerrilla groups. Additionally, he said, Japan's fiscal 200 1-2005 budget will reflect increased funding for anti-ballistic missile defense systems. Ballistic missiles are "a new threat in Japan," said Koichiro Nakajima, the embassy's first secretary. To meet that threat, Japan is seeking to improve its use of "information-gathering satellites," said Col.
