Terrorism  120600L Update to Press Reporting on Terrorist Attacks on
U.S..rtf This is our 120600L Update to the press reporting related to the
series of terrorist attacks conducted in New York and Washington DC 11
September.  This entire report is drawn from press reporting and web sites
in the public domain. Changes are bolded below.

1.  Assessment:  The attacks appear to have been well coordinated, involving
the use of hijacked airliners or other aircraft to strike the Pentagon and
World Trade Center at approximately 110930 EDST and 110845 EDST (110330 and
110245 Local Hawaii Time), respectively. This attack occurred on the 23rd
Anniversary of the 1978 signing of the Camp David Accords (which Hamas and
many radical Middle Eastern Groups consider a betrayal of the Palestinian
Cause).  The White House Press Secretary announced that commercial flying
will resume 121800Z Sep (121200EDST and 120600 Hawaii Time). No casualty
figures have been reported but several thousand are expected.  The situation
as reported in the press so far:
A.  New Information
(1) Situation in New York
 - Nine survivors have been recovered so far.
 - Rescuers report receiving cell phone calls from other survivors still
trapped inside.
 - The blood shortage remains but it is not as severe as originally
expected.  Screening and transportation remains a problem.
 - New York Fire Commissioner Thomas Von Essen reports that over 300 firemen
are missing.  Among those believed killed was Raymond Downey, chief of
special operations who led the New York rescue team sent to Oklahoma City in
1995.

(2)  Situation in Washington DC
 - Pentagon fire is spreading slowly.  A wing adjacent to the damaged area
has been evacuated.
 - 24,000 employees have been asked not to come to work.
 - Listening devices have not detected any signs of life in the rubble
within the area hit by the plane but officials held out hope that there may
be survivors trapped in adjacent areas.
 - The mayor has declared a state of emergency and all hospitals in the
region have been put on "maximum alert."
 - They evacuated some sections of the Pentagon this morning as a
precautionary measure.

(3) Situation in Hawaii
 - Nothing new to report

(4)  National Situation
 - The Boston Herald reports that police have identified five suspects whose
vehicle was found at Logan Airport.  Two of the suspects were brothers with
United Arab Emirates passports who were passengers aboard US flight 175
which attacked the World Trade Center.
 - The vehicle contained Arabic-language flight manuals.
 - Seattle Airport has announced that it will not re-open today (12
September)
 
(5) International Reactions
 - The UN is evacuating all of its personnel from Afghanistan

B.  Previously Reported Information
(1)  Situation in New York
- Police and fireman missing are 78 and 200 firemen, respectively, including
the city's Fire Marshall and Deputy Fire Marshalls.
 - Dust and smoke inhalation cases have been predominant so far, but more
serious injuries are expected as rescue teams penetrate the rubble and
encounter survivors.
 - Rescue efforts continue.  Building 7 of the World Trade Center complex, a
42-story building, collapsed at approximately 111752 EDST (1152 Hawaii
Time).
 - There is no electrical power in lower Manhattan.
 - Police and Emergency Services Personnel were able to evacuate over a
thousand people from the World Trade Center before the two buildings
collapsed.
 - Over 200 policemen and at least a hundred firemen are missing.
 - New York National Guard officials report that rescue efforts will begin
in earnest tomorrow morning.
 - Two warships and the National Guard have been dispatched to New York
Harbor to help with rescue efforts.
 - Several thousand people have reported to hospitals, offering to be blood
donors.  Nonetheless, there is a shortage of whole blood in the city.
 - Police are using "prison buses" to haul hundreds of wounded to local
hopsitals.  Most of the wounded delivered walked in on their own power.
 - Doctors at six New York hospitals report that delivering the injured is
the primary problem.  They are ready to handle "thousands" of casualties if
they can be delivered.  VIC Comment:  I believe they mean several hundred
per hospital for a total capacity of several thousand casualties among all
the hospitals.
(2).  Washington DC
 - FEMA has despatched urban rescue teams to New York
 - The Red Cross reportedly is responding
   - Unconfirmed press reports indicate that between 100 and 800 died in the
Pentagon attack.
 - Rescuers have not yet reached some areas of the damaged area.
 - Sec Def never left the Pentagon.  Nor did the National Military Command
Center shut down.
 - Secretary Rumsfeld has stated the "Pentagon will be in business in
business tomorrow (sic 12 September).

(3) State of Hawaii
 - Hawaii has put National Guard on alert to augment airport security.
 - Governor Cayetano says a state terrorist plan exists and that they are
reviewing it.
 - Honolulu Airport is closed except for Japan Airline flight and 16
Transpacific flights have been diverted to Hawaii.
 - Interisland flights have been cancelled until 1400 local time.
 - Although the public schools on the big island of Hawaii have closed, all
other Hawaii schools will remain open.
(4). International Actions
 - France has placed its military and security forces on alert and
reinforced security around its key airport, government and critical economic
facilities.
 - NATO and EU are each convening emergency meetings to discuss the attacks
 - Israel and Great Britain have offered assistance.
 - NATO has evacuated its HQ in Brussels.
 - UN building evacuated in New York
 - Israel is evacuated all of its missions in the United States (earlier
report was wrong).
 - Panama has issued a state alert for the Panama Canal - reinforcing
security around the canal locks and key facilities in the canal zone.
 - Japan has increased security around U.S. military facilities.
 - Japan has placed placed all SDF bases on alert.
 - ROK forces have placed their units on alert.
(5).  National (including Federal Facilities in Hawaii)
 - White House has reported that commercial aviation will resume 121200EDST
September 2001.
 - FAA reports that as of 111630GMT (0630 Local Hawaii Time), it had
accounted for all planes in the air.  50 were in the air over the U.S. and
22 international flights en route to the U.S. at that time and none had any
problems!
 - All U.S. military forces worldwide reportedly have been placed on full
alert.
 - Combat Air Patrols have been stationed over DC and many key military
facilities worldwide.
 - The wounded are being evacuated from the Pentagon (40 evacuated to nearby
hospitals so far.  Seven (7) are severely burned and in critical condition.
Some 33 others are less severely injured).
- The plane hit the West Wing, an area that was recently renovated and was
therefore sparsely manned.  Reportedly the attack affected the Army
Logistics Office and nearby Navy offices.  The Reuters map of the damaged
area is wrong.  The North side was not hit by the attack but the impact
reportedly affected the Marine Corps offices there.
 - The helo pad opposite the Pentagon's West Face is unusuable because of
debris. 
 - The President reportedly is in an Air Force Base near Shreveport
Louisiana.
 - MCB Kaneohe has directed that all non-essential Marine Corps base
personnel stay at home today.
 - The Immigration Service Office in Oahu is closed today.
 - The Federal Building in Oahu is closed today.
 - FAA has diverted all Transatlantic flights into Canada.  Some
Transpacific flights have been diverted to Hawaii but Mayor Harris's office
told Channel 4 those flights will be further diverted to neighboring islands
(Hawaii and Maui).
 - All U.S. Army installations in Hawaii are closed except for essential
personnel.
 - All U.S. Navy installations in Hawaii except for essential personnel.
 - All schools on military installations in Hawaii are closed.
 - All Hawaii State offices and schools on Oahu will remain open.
 - New York Mayor Guiliani has urged people to evacuate Manhattan in an
orderly fashion and to clear the streets for firefighters and ambulances.
 - New York Governor has placed National Guard on reserve to relieve
firefighters and police later today.
- All Federal Buildings in DC have been evacuated.
- Atlanta Center for Disease Control has been put on alert.
 - FAA has ordered all commercial aircraft nationwide to land.  Commercial
flying is prohibited until further notice.
 - All flights into DC and New York have been diverted to Canada.
 - Sec State Powell has been recalled from Peru.
 - Military is at Threatcon Delta.  Personnel at level Charlie.

2.  Summary:  What we have as of 120600 Hawaii Time (120200GMT):
 - Several thousand New York policemen and firemen responded to the attacks,
evacuating as many as they could.  Between 1 and several thousand people
were evacuated successfully.  However, over 250 firemen and 78 policemen are
missing.
 - All press resources now say FOUR (4) planes were involved.  One Boeing
757 (crashed in Pennsylvania), one Boeing 767 crashed into the World Trade
Center, and two Boeing 757's (one into the World Trade Center and one into
the Pentagon).
 - Up to 50,000 people may have been present in the World Trade Center when
the attack occurred.
 - The plane that crashed over Pennsylvania reportedly was directed at Camp
David, the President's vacation camp and the location where the 1978 Camp
David accord was signed.
 - Islamic Jihad has claimed responsibility for the attack.
 - Arafat has condemned the attack and offered sympathy to the U.S.
 - The Palestinian General Command for the Liberation of Palestine has
denied responsibility.
 - The Afghan government has issued a statement saying that Osama bin Laden
was not responsible.
- A United 747 Flight 93 out of Newark to San Francisco has reportedly
crashed in Somerset county near Pittsburgh.  This is the flight reporters
now claim was targeted at Camp David.
- Both towers of the World Trade Center have collapsed.  The first fell at
approximately 1000 Eastern Daylight Savings Time (EDST).  The second fell at
1030EDST. 
- Two attacks were conducted - one against the World Trade Center and one
against the Pentagon.
 - Both attacks involved the crashing of an aircraft into the target.  A
hijacked Boeing 767 was flown into the World Trade Center and a 757 into the
Pentagon.  Details:
(1) World Trade Center:  American Flight 11:  A Boeing 767 was en route from
Boston to Los Angeles with 81 passengers, nine flight attendants and two
pilots.  United Airlines Flight 175, a Boeing 757, also hit the World Trade
Center.  It had 38 passengers, five flight attendants and two pilots
onboard.
(2)  Pentagon Attack:  American Flight 77:  A Boeing 757 operating from
Washington Dulles to Los Angeles with 58 passengers, four flight attendants
and two pilots.  This is the flight that crashed into the Pentagon.
 - Both World Trade Center towers are down.  A total of four explosions were
reported.
 - Pentagon is still on fire.
 - The report of car bomb outside the State Department was wrong!  There was
no car bomb attack on the State Department nor was a car bomb found outside
the State Department.
