Under the directive, effective Saturday, all banks and financial institutions operating in Japan will be forbidden to make transactions with five companies and 160 individuals linked to bin Laden and the Taliban without first obtaining government permission, the Foreign Ministry said. The measure follows decisions by the U.N. Security Council to freeze the assets of the Taliban regime, Osama bin Laden and certain people associated with him, according to a statement jointly issued by the Foreign Ministry, Finance Ministry and Economy Trade and Industry Ministry. A Foreign Ministry official declined to disclose details of the companies and individuals on the list. U.S. officials suspect bin Laden's involvement in last week's terrorists attacks against the World Trade Center and the Pentagon.
