U.S. officials are being told informally that at least three electronic bugs were 
planted on a new Boeing 767-300ER airliner that was outfitted by U.S. firms and delivered 
to the President of China last summer. 

The listening devices were found by the Chinese military, according to U.S. aerospace 
industry officials, but no formal complaint has been lodged with the government. 
An aerospace official said two devices were found in the aircraft's Presidential 
suite and a third in a Rockwell Collins Sat 906 satellite communications device. 


The aircraft was bought new by China United Airlines from Boeing. CUA contracted 
with Avitra aviation services operating out of Singapore to put in a customized interior. 
Avitra contracted with Decrane Corp., Gore Design Completion Ltd. and Dee Howard 
Aircraft Maintenance Co. to do the work in San Antonio International Airport, Tex., 
where it stayed under round-the-clock surveillance by Avitra , Howard and Chinese 
government security, U.S. officials involved in the project said. 

The avionics were installed separately under a Chinese government contract. The 
aircraft was thoroughly inspected by the Chinese before it left the U.S., they said. 
The aircraft left Texas Aug. 10 for China via Hawaii flown by Boeing pilots. 

A specialist in clandestine reconnaissance and intelligence gathering said he was 
aware of the claim by Chinese officials, but did not expect it to become a major 
issue between the two countries. 

"This touches on information operations," he said. "It's part of the point, counterpoint 
between the major powers. They're doing it too. Otherwise they wouldn't have known 
what to look for. It's a subterranean culture. When we tore down the 15th Air Force 
headquarters at March AFB, Calif. in 1979-80, there were listening devices all over 
it. It would have taken sophisticated techniques to check out [the installation]."
