Kremlin Escalates War on Oligarchs
22 January 2002

Russia's Media Ministry suspended the broadcast license of the Moscow Independent
Broadcasting Corp. Jan. 22, taking TV6 -- billed as the last independent television
network in Russia -- off the air. TV6 was controlled by oligarch Boris Berezovsky
and was staffed by former journalists of the NTV network, which itself was taken
over by state-run gas monopoly Gazprom from oligarch Vladimir Guzinsky in April 2001.

Both oligarchs, now in exile, had used their media empires as weapons in their battles
with the Kremlin over Russia's resources and economy. The suspension comes days after
prosecutors filed abuse-of-office charges against the president and vice president
of Gazprom subsidiary Sibur for allegedly stripping assets from the monopoly.

Russian President Vladimir Putin has struggled to untangle the web of corruption
that bankrupted the country during the tenure of his predecessor, Boris Yeltsin.
But the oligarchs enjoy close ties to former and current Russian politicians. They
have billed themselves in the West as the agents of free-market capitalism and independent
media. And while undeniably looting the country in the process, they have built a
much-needed post-Soviet business and industrial infrastructure.

With the carte blanche afforded by his cooperation with the United States in Afghanistan,
Putin must now move quickly to purge the country's economy of corruption without
alienating the West and destroying Russia's corporate infrastructure.
