Why the Secretary of Commerce?

Its because the idiots who write this kind of legislation think that given 
sufficient money, one can "buy off" mother nature, and avoid the laws of 
physics.

Is "pi" = 3.14159265345 ... too hard to memorize?

No problem.  Let's legislate "pi = 3".
