It looks to me, as a non-lawyer, that the 2 year period would be triggered upon breaking the seal on the CD, since packages could be kept in a warehouse for any length of time. If there is any reason to continue using PGP for commercial use, it looks like you could use it as long as you had new copies available to open each 2 years. The license agreement prohibits transfer of rights, but isn't in effect until the CD seal is broken. Also, it is possible to license IDEA (the symmetrical encryption part of earlier PGP) for commercial use for about $15 per copy. That may remove the primary legal obstacle to using earlier versions of PGP, or modified earlier versions, for commercial use if they aren't also licensed from RSA Data Security. When I talked with representatives of RSA about a year ago, RSA would not consider any sort of arrangement for commercial licensing of their earlier software incorporated into PGP. I pointed out that their software wasn't being used in the most recent versions of PGP for RSA keys, and some people might consider the earlier version more trustworthy and be willing to pay license fees to use "freeware PGP".
