Peter Beering, terrorism preparedness coordinator in Indianapolis, and one of the experts who trains officials in terrorism preparation and response in cities across the country for the US Department of Defense, said, "this is a long-term struggle and we have not seen the last terrorist act." "It may not be this week, this month, or this year," he said, but it is not ended. The next time, "will, in all likelihood, not be an airplane attack. So for those of us in the utility business, we have to be especially vigilant. A utility is a potentially appealing target," he said. Beering is also deputy general counsel for IWC Resources Corp. and its principle subsidiary the Indianapolis Water Co., one of the nation's largest privately held water utilities. He has been busy in recent days consulting with other federal officials on the terrorist acts. "We're scrambling to put the nation back together," Beering said. For water systems operators, the vigilance means locking gates, double-checking security processes, making sure chemicals are secured, and "challenging people who don't belong" near facilities. He said bigger cities are more likely targets, but every systems operator needs to be on alert. One of the possible scenarios government officials need to be cognizant of, he said, is what happens in the immediate aftermath, when the US government is forced to make security very tight across the country to stabilize the current situation. There are groups inside the country - not related to Osama bin Laden, the Islamic terrorist leader suspected of orchestrating Tuesday's disasters - that are opposed to more government control and could act out in any community against any restrictive US security measures that are employed. Additionally, there is "no question" bin Laden has been "conducting a campaign that spans the better part of 15 years" and will not stop with the latest atrocity. Utilities need to be on alert and on top of security issues, he stressed. Ironically, Beering warned of the threat of terrorism in an interview with WaterTech Online just weeks before the disastrous unfolding of events on Tuesday. In the interview , he specifically mentioned bin Laden and the axe he has to grind against the United States. Beering noted the recovery work in New York City will be a month or more in duration, and crews are virtually working in an "urban earthquake" situation. He said that while the utility infrastructure in New York City was destabilized by the attack - much more so than in Washington - the water system appears to be holding up and "not adding additional trouble" to lower Manhattan where the World Trade Center was razed by the attacks. In Washington, Thomas Jacobus, head of the Washington Aqueduct, which supplies drinking water for approximately 1 million citizens in the District of Columbia and surrounding area, told WaterTech Online this morning that there are no problems with the water system, even though a lot of water had to be used to fight the fire at the Pentagon, the target hit by terrorists in that city.
