New Israel anti-sniper system shoots to kill

    Israel's military has completed development tests of several systems
designed to detect and eliminate enemy sniper threats. 

   Officials said the program, called Believer, is meant to improve
Israel's urban warfare capability amid the current confrontation with
the Palestinian Authority.  Most of the fighting has taken place in and
around West Bank and Gaza Strip cities. 

   The systems are meant to detect an enemy sniper from the moment the
first shot is fired.  Within a third of a second, the systems would
trace the source of the round and respond with automatic fire. 

   The Defense Ministry has been considering two systems.  One of them
is by Rafael, Israel Armament Development Authority.  The other is by
Elbit Systems.  The ministry has not decided on funding production of
either system but appears to favor Rafael. 

   Rafael spokesman Noach Shachar refused to comment on the program. 
Officials said Israel had been exploring the prospect of developing a
similar system with the U.S.  military in the late 1990s.  They said
Israel turned down an offer to develop a joint system with the U.S. 
Marine Corps that would employ acoustic technology to track sniper fire. 

   In contrast, Israel's current program is based on infrared technology
that detects the heat produced by sniper fire.  The Rafael prototype is
mounted on a vehicle that provides a wide field to detect, locate and
respond to sniper fire.  The prototype is meant to automatically respond
to sniper fire or relay the information to field commanders. 

   Officials said the program is part of the ministry's new research and
development effort that stresses counter-insurgency.  Amos Yaron, the
ministry's director-general, said last week that "dealing with
terrorism" is the first R&amp;D priority. 

   At the same time, Yaron said his ministry has suspended non-lethal
weapon R&amp;D.  He said the suspension stemmed from a Palestinian
doctrine that combined civil unrest with armed insurgency. 

   "In the last Palestinian uprising, we saw that in addition to rioters
there were Palestinian gunmen," Yaron told a ministry R&amp;D conference
last week.  "If you develop systems to stop rioters at 50 meters and
there are people firing at you, the non-lethal equipment is useless.  So
we had to start from scratch."
