By 4 a.m. Wednesday most of the errant signals had been corrected, said Tom Cocola, a spokesman for the New York City Department of Transportation. ''It was either a surge of electricity or a lack of electricity that caused the clock in the computer to malfunction,'' Cocola said. There were no reported injuries during the traffic chaos, said police spokesman Det. Robert Price, but police officers were kept busy directing traffic throughout the city. Scattered traffic signals across the city went out of synchronization at about 5:30 p.m., especially on the west side of Manhattan between 20th and 90th streets. Some other parts of Manhattan and outer boroughs were also affected. Drivers were stuck at red lights that never turned green, or would go through a green light only to have the next one turn immediately red. The problems caused a breakdown in the flow of traffic snarling the streets with honking taxis, trucks, buses and other commuters. There were no reported areas where drivers entering the same intersection from different directions were all given green lights, Cocola said. The clock malfunctioned at 5:30 p.m., but engineers at the computer center, in Long Island City, Queens, waited until 8:30 p.m. after rush hour was over to reboot the computer system, which apparently solved the problem.
