The event described below reinforces the need to remain vigilant.  Will
forward any additional information that becomes available.  Diane

*****  This note was sent to the largest 30 water systems in New York State
*****

Last week, an intrusion event occurred at a major water system in the State
(one of this list of 30). At approximately 1:15 AM on Thursday August 22,
2002 there was a purposeful attempt to access a critical location where
100% of supply could be disrupted.

Fortunately, a security patrol from an adjacent hydro facility noticed the
intruder(s) and called for police.  State Police investigated, but no one
was apprehended.   Inspection showed that the intruder(s) hiked about 1/4
to 1/2 mile with tools to remove hinges and gain access to a critical area.
Considering the details of this event, and an earlier intrusion that now
seems related, the FBI has become involved.

Please use this incident to ensure that your water system security and all
your personnel remain vigilant.
