Robert Torricelli on Wednesday called for a board of inquiry to find out what went wrong. "In the months ahead there must be a thorough inquiry into the actions of our intelligence agencies in the days and weeks leading up to September 11th," Torricelli said. Speaking on the Senate floor, Torricelli, D-New Jersey, called for a "Board of Inquiry," patterned after the board authorized after the bombing of Pearl Harbor in 1941. "It would have a much more important goal: determining what went wrong so we can prevent it from happening again."
